Before Gaga gets to her she squeezes a few people's hands. Then she gets to the girl (who reaches out towards Gaga hopefully), when Gaga is like 'NOPE -I want this girl instead'. I think that the performance as a whole had a huge message of peace and unity and it's pretty obvious that she wanted Trump and his people/supporters to notice that (which they didn't - because too dumb probably). I think Gaga decided to walk down the stairs and touch her monsters to show that she's very close to her fans and that "she's with us" and as she's touching people's hands you can see her smile and go for a hug when she sees that girl. What I was trying to say was that since Gaga knew how disappointing the results were on election day (especially for the minorities, LGBT+ people, black people, mexican people etc...), when she saw that girl she spontaneously decided to hug her to make her feel loved and not "left out" by America. And my guess is that this spontaneous moment happend during the rehearsals and on Super Bowl day Gaga recreated that moment (I in fact think she seems to recognize the girl) I'm confused tbh I honestly didn't expect people to come at me.
