The ads compensated the fact that there was non-paying costumers. The artists received the money either way. This is only gonna get them more money that they honestly don't need. While there's people who have literally no money at all and need a dose of entertainment and culture in their life and won't be able to afford it. From what I've read, record companies do not always distribute money from Spotify fairly, even though they receive streaming numbers from Spotify. The biggest problem, though, is that streaming isn't profitable, at least not yet. All streaming services are running deficits. That can't go on forever. But investors obviously believe streaming will be profitable, eventually. But last time I checked, it wasn't. Fundraising is not a permanent revenue source. It might, if it makes more people pay. I bet they make more money from people who pay for premium subscriptions, than people who don't.
