Any concert will list an earlier start time then when the headliner is on, as most people don't arrive on time. For NYC they sent out emails 2 weeks after the tickets were purchased saying that the showtime was changed from 7:30 (printed on the ticket) to 8:30pm but tickets are still valid. If the show was 7:30 and Gaga went on right now she'd be playing to an empty arena, people just don't get there and in there seats by the ticketed time.
