For example, all of the clothes will have been free. Designers/PRs loan clothes for shoots. I'm sure with a star as big as Gaga they even let her keep them. The dancers will probably be a day rate, however I'm sure if they're already scheduled to tour (salary?) they could do things like this for free. Its exposure for them. She could do some really cool videos just in a studio, have 10 dancers, lots of costume changes.
