Maybe she keeps up this fixed release schedule because she's superstitious and thinks breaking the cycle might result in a flop? If she does indeed wait until late in the year, it'll be near enough 3 years since 1989, which can be too long a break for a popstar. She's got the star power to do it successfully but what if the public don't like her new rumoured urban direction? What if the negativity around her lately has turned too many people off? A long break just adds another factor of potential doubt. Plus, she has been in the industry for just over a decade now and she's not had a proper flop yet.
