If they choose to wear it, it's simply none of your (MEN's) business. Even if they are "lost cause", you are nobody to judge them and force them to be fined for the way they choose to dress. If they want to ban this in banks, public and government buildings IT'S FINE!!. I can't wear a mask in a bank, so neither them should wear anything that covers their face. They are not hiding their face because they don't feel free or because they're afraid or because they don't feel like human being, that is all your assumption and prejudice.
