You both understand that he can't vote in the U.S
You both understand that you where saying that, since he is not a U.S citizen, he couldn't vote Trump.

All Goosey was doing was making a joke.

You didn't actually say "He's Not a US Citizen, he can't vote in the U.S" you just said "He's Not a US Citizen, he can't vote".

Both of you understood you were talking about the fact he couldn't vote Trump, but he made a joke - that was supposed to be light hearted - basically saying 

"Well I actually can vote, just not in the U.S :giggle:"

when you replied once more "He's Not a US Citizen, he can't vote" You emphasised US, in U.S citizen, but still made the blanket statement "He can't vote" so he jokingly replied again to the effect of:

"In the U.S I can't vote, but I can still vote elsewhere ;)"

That's all that was meant, it was meant as a light hearted joke.

We were talking about the US election, therefore it is a given. 

His response wasn't clear, that's why I asked what he meant. That's the bottom line and all there is to it. 

But...from this day forward, I will make sure to specify that I am discussing voting in a US election as a US citizen, in a thread where we are discussing the US election.

Again, Goosey was joking - you both knew the entire time that you where referring to the US election. I don't think there is a need for you to specify that you are discussing voting in a US election in a thread about the US election - as nobody misinterpreted you.

It's fine :smh: You wanted to know what he meant, I thought I'd jump in and explain. Still not sure if you actually get that it was a light-hearted joke on Goosey's part but that's fine.
