Well firstly only the US and Canada count Youtube views to their certs. Everyone else just counts audio on-demand streams.
Secondly, not all countries use 150 streams = 1 sale formula. Actually there's a lot of countries that we don't know the formula for their chart.

Well considering that the US is the biggest music market, they're probably using the highest formula which is 150 / 1 song sale. In other countries, the number must be smaller. Anyways if Brazil doesn't use YouTube views, Spotify will catch up and Perfect Illusion will be again ( if it's not) eligible for Diamond Certification.
