It's harsh but that specifically isn't really racist. He's saying to that the people from mexico who aren't legal citizens entering the country aren't bringing good things to the country or helping. Guess you can't distinguish the difference between "illegals" and "Mexicans". "Racism - showing or feeling discrimination or prejudice against people of other races, or believing that a particular race is superior to another." - Google Now if you understood what racism really is, you'd be able to recognize that he isn't discriminating Mexicans.
