These people are being laid off, as those positions will no longer exist. To be fired it to be dismissed from a job, no matter what reason. I was just saying they can be considered as the same thing. When you are laid off, you are given benefits for a few months until you find a new job. Companies in certain states must give you a certain amount of fair warning, and agree to extend insurance coverage, etc. If you are fired, these guidelines and protections do not cover you. Also, your future employer will see a distinction between being laid off and being fired. These differences exists because the two situations are different from one another.
