That's just called a new album. I think part of it is what you do within the periods between albums, tbh. If you're succeeding and doing well in other areas, such as acting or serving as the face of a brand, etc. then it isn't a comeback. But if you disappear from the face of the earth and disassociate yourself for three years, I'd consider it a comeback. You disappear for 5+ years? Yea. But for me, 2-3 years between an album is standard. Don't forget that T-Swift was releasing singles a year after 1989, so it's really only two years in her case. They have pretty recent successful albums and have both been very active since ending their campaigns. I don't think either of them would be considered a comeback.
