If I may attempt to interpret Gaga's statement... By dressing as a suffragette, she's reminding women how hard they had to fight to earn the right to vote. And by dressing like this, she's reminding everyone how important it is to vote --- and how hard people had to fight to be given that right. She's emphasizing the importance of voting.
