It's too unconventional for Gaga, or even any artist to not submit any eligible material to the Grammys. Even if Frank Ocean did it there's no reason Gaga wouldn't do it cause she does feel honoured when awarded a Grammy award. Can you provide a source to your claim? It's just a member of a forum. While I'm unsure how he has access to these information, it's not indicative of a complete or absolutely reliable list. He himself has apologised if 'your favourite artist has been left out.' We have two conflicting sources here, the OP suggests that Gaga did submit to the Grammys. And it's been a tradition for Gaga to do that and there's no special reason why she wouldnt do the same for Perfect Illusion so I'm inclined to believing that she did.
