Thug is basically old white man language for "a threatening person of another race" nowadays. If you hear thug coming from a white man over the age of thirty-five, it's bound to be racist.

I have not seen thug used for a white person in recent years.

Just the quickest article I could find, but honestly, coded words have a long history. The definition doesn't have to say "a violent black person" for people to recognize that the term is often used to actually refer to black people as a class, thats how it's a racist insult, it makes presumptions of character based on skin color.

Not only was this black person not a violent person or criminal or any of those meanings of "thug", he was in fact a Trump supporter. Black men wearing hoodies or simply walking home are profiled and labeled "thugs" and killed by the racist society we live in. 

Thats like asking "why is calling someone or something gay homophobic" when the definition of gay means "happy; a homosexual"  Its used in an insulting manner and gives a neutral term a specific connotation.
