Yes, in Joanne she is talking both to her aunt Joanne from her dad's perspective in 1974 and also Stefani, the hopeful 19 year old version of herself in 2005, excited and curious about her future and  following her dreams.

She's projecting her feelings unto her aunt, the song for me is about gaga herself and this seems a bit literal, but this is actually about the little girl in her she let go of. Thus this sounding like a sweet folk childrens song
