It does sound like a lot, but there a ton of people still in the closet. Even people here in the US. They wouldn't all identify as gay or lesbian though. Italy not so much. The Vatican plays a too big role there still. All it means is that people in Germany are more comfortable and accepting of their sexuality than other countries.
