This isn't referring to people like Uma Kompton (for example) who are for the most part harmless, this essentially just means they'll start taking direct harassment towards individuals more seriously - which as someone already said is more like online bullying than trolling in the way that we think of it. But our gov have said that they're cracking down on "trolls" many times before and nothing has changed, so I don't expect this to be any different.
