What if Gaga is essentially rebooting her career. Starting from the bottom and working her way up. The new snippet sounds a lot like her Red & Blue Stefani/baby Gaga days. Back then she'd just perform at bars, and there was not a lot of promotion. Then her next album will be a new revolutionary pop/disco infused album a la The Fame. Idk, it's just a theory, lol. I think sometimes when you fall hard, you need to go back to where you started. She needs to learn to love business and build up her craving to succeed again.
