I mean, with The Greatest, there were 49 dancers to represent the 49 lives lost in the Orlando shootings. Every movement has some sort of meaning or is symbolic in a way. Yeah, they can b over exaggerated, but that just enhances the artistic vision that Sia's put in place. Plus, I'm sure many people would have said/still say the same things about Gaga.
