Perfect Illusion had 4 writers and it wasn't immaculate lyrically. Perry + Gaga are one of the few who actually write or have a hand in a majority of their songs. She's worked with Dr.Luke and even said he's a go-to producer however she's not relying on that anymore so how can you criticise her for doing what you want?
