Charts don't equal legacy or greatness. They equal fitting the formula. If you feel some kind of vicarious failure when gaga doesn't top the charts you need to focus on something other than gaga. Music is about enjoying the MUSIC regardless of how it placed. Some amazing musicians and bands have never had a number 1 in their whole career...not because it's bad music but because it doesn't hit the narrow niche of chart music. People are not hating on you they're giving perspective. 

 

For me the era wouldn't be successful if she got lots of number 1s with bad songs even tho she could easily do that. True success is putting out quality music.

Gaga had always cared for the charts, there's plenty of receipts to prove this. She only stopped caring once ARTPOP began to fail commercially but she never stopped caring really, it was just an excuse. 

If she stopped caring at some point of her life, then that negates the "always" you bolded in your post, jussayin'
