Because the deluxe edition of The Fame Monster contains the album The Fame + 8 brand new tracks including Monster. So both songs are on the album. Hence The Fame + Monster.

Cause technically, TFM is supposed to be The Fame: Monster. That's why it's just, "Monster," and you can tell it's the title track. I feel like it contains the most elements of every song, and ties the message of the album together.

Two theories

Original LG5 with RedOne, Giorgio, and Nile Rodgers was scrapped (but some songs still remain) and it had a title but when she met with Ronson, everything changed...

OR

LG5 was unnamed until she met with Ronson and Co.
