I think the song doesn't have to have just one meaning. I think Gaga likes her songs to be open for interpretation, and most of the time does that on purpose.

She might've written this thinking about all of the illusions that were shattered in her life from ARTPOP's launch to this day. It can be about Taylor, Troy and her own experiences with isolation and having difficulties to tear down this barrier between her famous persona and the public who perceives her as some kind of goddess/otherwordly creature while she's just a normal person who happens to be a successful artist.

That last element to PI might explain why she's not wearing fabulous dresses or outrageous costumes or heavy makeup this time around, might explain the single cover too. It's the girl behind the burqa, and she's commited to get rid of all illusions.
