If you're going to debut new music and hype up your comeback you preferably want top billing. Otherwise there's a high chance of being lost in the crowd. It's pretty clear the VMA's wanted this year to be all about Britney and they probably booked it first. Plus I think she wants to try and not recreate the Applause-ARTPOP release. I don't see it as a problem though, once the VMA fuss dies down, which shouldn't take long, she can step up and she won't have to compete with all those other artists on the same night - she can have the spotlight alone. If the song is good enough it will take off well without the promo spot. plus she probably doesn't forgive the VMA's for the Applause thing in 2013  What was the whole applause thing at the 2013 vmas?
