Vanessa would be nice but I think a dragqueen or a big woman with a very deep voice would make a better Ursula.

You are correct that Divine was in Hairspray which is the reason Edna is almost always played by a man, but @Seeka is also correct in that Ursula was stylistically and aesthetically inspired by Divine as well.
