The Superbowl has never consistently had big "dancy" pop acts during the halftime show, as type of act they invite has always changed from year to year (ranging from energetic crowdpleasers like The Stones, MJ, BEP and Madonna to acts like Phill Collins, Shania Twain, Paul McCartney and Tony Bennett).
