People make bets, but there are shady big people upstairs actually deciding how the Top 10 should look and maintain for a period of time. I mean, the songs in the top 10 haven't changed in weeks. I suppose a rip-off act can't sell that well in a world where the original is still 50x more famous and 500x more commercially successful/acclaimed by critics.
