The background of the killer shouldn't matter. 2. The harassment in Cologne was awful, but weren't by Refugees. It was mainly by German citizens. Wether they have migrant background or not shouldn't matter considering the Oktoberfest is as well know place where harassment happens by ethnic Germans.
