Let's say he pulls an impressive $23 Million in campaign contributions in April.. and he spends all of it on the month's Primaries.. and it was discovered that at least $3 Million of that cash was from donors who have exceeded the limit, then that means he has to RETURN those $3 Million... but he can't because he SPENT IT ALL. This is the final warning. They know about the problem! They just didn't feel the need to stop breaking the law. If you compare past RFIAs for Romney, Obama, and Clinton just to see if this is somehow within the bounds of normal -- none of them were more than 6 pages long. It's to limit how much individuals can influence the elections via funding. It's the same argument employed against Super PACs and Citizens United. I personally don't see the problem, as richer people can make up for poorer folk who can't afford to support their candidate, but many take issue with it. I see where they are coming from though.
