And the ones that are automatically in the final are the ones paying the most to the EBU (organisation behind the Song Contest and the network of public broadcasters in Europe) and are a big factor on why the show actually exists. The host country alone probably couldn't afford the show alone. And the host country as well, which makes sense ¯\_(ツ)_/¯. Are there politics and bias in play? Maybe. But since musical taste and culture doesn't have clear borders, it's not too surprising that neighboring countries for each other. Every year Cyprus votes for Greece (and the opposite). The baltic countries vote each other.
