All of my friends are following selena gomez, beyonce, nicki minaj etc etc just because they were told too. And when I confront them about not following Gaga () they just say they couldn't see her. Even if she is not at her peak of fame, she should still ideally have half of what the top most followed person has!! Since the only way you could post is in pictures it makes it to where you need to be attractive or aesthetically pleasing to be popular. You need to appeal to the young audience since that's what they're mainly into (aesthetics) that's why people like Kylie, Selena, beyonce, and cute teen boys are packed with follows. Gaga may be nice looking (no shade) but her IG isn't known for her natural looks and Beauy so that's why she probably won't get 50+ million followers.
