The entire song is about hacking as in computers and hacking as in killing people. He's trying to make the connection that technology is ruining society. That line is a set up saying that if you think Gaga is crazy, too much, and over the top, you're not ready to hear what he's about to say. 

The make your water break in the apple store lines makes sense if you know the beginning of the song. 1. He's basically "pregnant" with a computer virus and about to "give birth" to it or release it at an Apple store. 2. It's a play on words, as he's saying people overshare in the internet, such as sending a while clip of you giving birth to your friends.
