(CNN)North Korea warned it would make a "preemptive and offensive nuclear strike" in response to joint U.S.-South Korean military exercises that began Monday.

The news was announced in a statement by the National Defense Commission of North Korea and published in the state-run Korean Central News Agency.

 

"As the joint military exercises to be staged by the enemies are regarded as the most undisguised nuclear war drills aimed to infringe upon the sovereignty of the DPRK, its military counteraction will be more preemptive and offensive nuclear strike to cope with them," the statement read.

The bellicose words are typical around the time of annual military exercises, according to CNN's Paula Hancocks.

"They (North Korea) have threatened this before, and these kinds of threats are to be expected this time of year," she said.

But Hancocks noted that tensions this year are even higher than normal after recent action at the United Nations.

As somebody who follows South Korean culture somewhat closely, this is a non-event. It's just their yearly cry for attention. International media makes North Korea's threats sound dangerous and threatening but ever since the country was created more than 50 years ago they never actually made one of their threats come true. It's explained pretty well in this video:

It's not just to brush it off as nothing. It's psychological warfare. They ALWAYS threaten us or anybody who does things that they don't approve of. When the US public panics and it's covered in the news, they feel like their mission was accomplished and that's why they continue to do it. So for the meantime, their threats do mean nothing. They're just words. Let our government worry about them (on the low).

That would be really stupid of them to ever do. I could be wrong, since I'm not big into global politics and relations between other countries, but if N.K. launched a nuke against anyone, wouldn't they have at least half the world bearing down on them at once? Pretty sure humanity agreed decades ago that nukes are not a joke and are to never be used.

Oh, American blindness and ego-centrism at its best... 

USA is the country that fought in a country which US had nothing to do with except american imperialistic goals. They ultimately antagonized North Korea. While "Nuclear Threat from US" continues, North Korea has every right to own and develop nuclear weapons. 

Wake up and smell the briskets... North Korea did not fight in american civil war, then station troops in south permanently !
