He's referring to the bad behaving people here. Not really their race. I don't think he dislikes Mexicans, Muslims, gays. He's the one generalizing tho when he wants to ban or keep out a specific religious belief or nationality based on a small section of it. Meanwhile there's plenty of white male americans inside the country doing far worse crimes but we don't see him shouting about keeping out all white males until they figure out what to do with the small section that is troubling.
