People are seperated geographically by their place in society. The capitol, the wealthiest district has people dressing like this casually: For comparison here's what poorer district people look like: It's supposed to be semi-intelligent commentary on the state of fashion in 2016 but since the series made the transition to film it's basically been used as a massive Lady GaGa joke.
