How come Sally got stuck in the hotel?

Donovan died outside the hotel and therefore he didn't get stuck as a ghost in the hotel, but how come Sally did?
She fell out of a window and technically died outside the hotel too.

Is there a detail that I have missed?

I actually wondered this too. Maybe she died inside the property, that's why? Donovan died completely outside

I think you're stuck in the Hotel as long as you die inside the bounds. Donavan was taken onto the street but for Sally, she was outside the Hotel (The Building) but within the Boundary walls. I don't think she was dead on the Pavement.

Or a completely different theory is that maybe she died when she was shooting up with Donavan and what Iris threw out the window was a ghost Sally.  We know from Season One that you could go on thinking you're alive even feeling pain like an ordinary person until you realize you're actually dead.

She was still on the Hotel Cortez property. It's like in Murder House when Addy gets hit by the car and Constance is yelling to get her onto the front lawn of the house. You don't have to be inside the actual building, as long as you're on the actual property. There's some sort of supernatural barrier that surrounds the building.

donovan wasn't on the property lines, sally was. this isn't a plot hole, this is just ya'll not paying attention. let's not drag ryan unless it's needed to do so.

Oh - I didn't even realize Sally's death was shown on the first episode. That's a lot more unlikely then, never mind!

They dragged Donovan onto the road. Sally died on the property.
