Not sure about Golden Globes but for the Emmys usually the actors/actresses select one episode in which they think they performed the best to the committee for nomination consideration. No one knows, all we know is that the Hollywood Foreign Press Association (journalists and photographers) votes, but they've been critized for years now for just picking the biggest names, which is undoubtedly what happened here, since big names = more ratings.
