I don't see why the UK is classed as one because Scotland is controlled by a different party than England. 

because regional governments aren't unique to Scotland or the UK...

I saw a chart for best education a few weeks ago and it was pretty different.  

This make sense because this is for expats families so this doesn't represent the general population of the countries. I don't know what to make of this study, of course expats opinion matters but mostly to...expats. I wonder what locals would say. Also I wonder how they can rate education, do they take in consideration the language spoken in the country and by the expats: for example in Denmark if you send your kids to public school, he will struggle before getting used to the system and learning the language, hence a lot of parents send their kids to private international schools. This could explain the positive ratings as well but not represent the educational system of the country...we are missing some data I think.
