I wouldn't say it's a ripoff, it's just following the same blueprint.

Almost everyone song on ARTPOP; where every song is designed to be a hit, follows a generic "hit" blueprint.

It isn't sampled, it's a very basic beat, and MANiCURE is not in the same key nor does it have the same chord progression at all.
