I don't know what's happening but it's kinda bad, since she had difficulties singing high notes during the past shows 2 (including tonight at Radio City). Not to say that it's a good thing or won't eventually cause damage, but Gaga has some of the best vocal training in the world to keep her voice in shape and she knows what stresses it and what doesn't.
