Yeah.  I mean, I believe all of that but I think it wasn't like she is sitting there wondering how I can wear something to go along with my goal of getting DADT repealed and then she thinks of the meat dress.  I think the meat dress is its own thing and she knew it would be outrageous for the fact it was a meatdress, and she happened to be able to tie it back to her other point.  Idk just my thought, I think too much.
