​Technically a video takes weeks before the shooting to be planned, not several days. Rumour about Bitch I'm Madonna to be the next single were already strong the day Ghosttown was released. So the plans for the video may happened way before Taylor talked about her cameos and Madonna's teams probably called all those celebs way before that too.

​Actually the only reason I see if she refuses is that she wouldn't want to work with Madonna only for a 10 second cameo. Other than this I'm pretty sure she wouldn't say no to work with her for something bigger.
