Officially declare it and then we can nominate Lady Gaga for a star on the hollywood walk of fame, then Lady Gaga or her manager has to acknowledge the nomination and we just have to raise $30,000 to pay for the star. Further research shows that the $30,000 fee doubles as a kind of 'maintenance insurance' for the entire group of stars, so you only pay that one time fee.
