No not at all.Think of it like this, people from boston speak a certain dialect, people from pittsburgh speak a certain dialect and people from the south speak a certain dialect. While all of these stray from what we know as standard american english, they cannot be "incorrect" because they still have a strict set of rules. African American English has rules and guidelines to follow even though they may not be explicitly stated when people are learning it. There is also Hispanic American English which I am not as familiar with.Any linguist who would say that a dialect is bad or not as good as a different dialect is not seen as a credible linguist. For example, if someone says "She don't like that" it's incorrect, isn't it? "She do not like that" is wrong. I have known some AA's that say they speak proper English when in an academic setting and then switch off to AAVE when speaking to their family or friends. I guess if they can tell the difference between the standard English and their way of speaking it's ok.
