Sure, Gaga had a big debut, much like Britney, Christina ...etc. but her career has been experiencing a major decrease ever since 2011. Katy has impact where it counts, she impacted people enough to make them buy her music, stream her, watch her on YouTube, make her one of the most played artists on the radio & go to her tours. But in the overall span of their careers, gaga is infinitely more culturally impactful than Katy and that's just a fact.
