It shows how powerful and iconic she is. Bad Romance is undoubtedly a modern classic, well said Billboard! Such bad timing for BR, chartwise, as there are songs that don't even go 4x or 3x platinum in the U.S. but hit the top spot for multiple weeks because they get lucky.
