It is him but those are hair extensions. I found the story behind it

"The weirdest photo session was when RCA/BMG (UK) first got interested in us. They thought our image wasn’t good enough for the market. We were a really young band, and we were like Okay, if you want to try out things that’s fine; give us beautiful white suits or whatever.’ We went to this freezing castle in Sweden, it was beautiful. (Ville on HIM’s weirdest photo shoot where he was given long hair extensions."
