Those two songs were not released as singles and so didnt recieve any airplay and there is not well known to the general public. The Grammy members vote for the songs on the submission list that they think should be nominated in the general categories and the member's field. Since dope and gypsy are not that well-known, i dont think it will get picked up by the grammy members choosing the nominations, especially for record and song of the year categories, where I think the impacts of the songs really matter.
