I think it's because new stations are still adding it at the same time that other stations that already had it have been playing it less than before.

For example, where I live, WEBE-FM was one of the first AC stations in the country to start playing TIHTY, but according to All Access, they have only been playing it in the evening and overnight hours (between 7 PM and 6 AM), and they're playing it less by the week. As of the past 7 days, they played it twice between 7PM-12AM and six times between 12AM-6AM. Nothing outside of those hours.

However, this week, WHUD-FM, which is actually the most popular radio station in my area by far (I live just outside NYC but we usually lose their signal when we drive into Manhattan), just added the song and they have been playing it at least once daily across all hour divisions evenly. I'm going to request it tomorrow and pray that they play it. :) This is actually the first time they've added a new Gaga song since You and I. My requests for Applause were always met with a "We don't have it" (even though it and TIHTY currently have the same AC chart peak). It's great to see that they're respecting Gaga again. I'll post the link to their page here next week so GGD users can request it, too. :)

Regardless, I'm sure just about all stations will be playing it more after the Oscars. Hopefully 106.7 Lite FM, New York City's most popular AC station, will add it very soon.

It wasn't sent to radio adds, so radio stations are hesitant whether to play it or not, which explains the bipolar updates

At this point, RIAA certifications are just randomly given to singles and albums, I mean, Baby by Justin Bieber was certified 12x Platinum in 2013 with 3.9M digital downloads, that streaming equivalent thing is a mess.

TIHTY is slowly starting to impact Hot AC. As of now, according to All Access, there are currently three published HAC stations that are playing it: WALK in New York, WEZN in Connecticut, and KLLC in San Francisco. However, the latter two are currently playing it exclusively overnight (12-6AM) while WALK plays it only in evening and overnight slots (7PM-6AM). It started out on AC like this, too, so surely it'll pick up especially after the Oscars. Doubt it will do as well as AC in the long run, though.
