The National Academy of Recording Arts and Sciences of the United States (aka The Grammys) considered The Fame Monster to be an EP, or it could not have been nominated for Album of The Year. Gaga herself said that she considers The Fame Monster an album. The Fame Monster is an EP not an LP. Period. Well, considering MDNA sold just as much yet monsters run to call it a flop, then its a fair game. ARTPOP was a semi flop - under performance, whether you like it or not.
